RESUME
Le présent article fonde sa réflexion scientifique sur le fait que l’Administration Publique congolaise est un organe susceptible de conduire la RDC vers le développement socio-économique au travers l’exécution des tâches ponctuelles pour l’intérêt général. Cependant, l’histoire de la République Démocratique du Congo montre à suffisance que, depuis l’époque coloniale jusqu’à ce jour, elle est très politisée. A ce déficit, s’ajoutent la tribalisation et le clientélisme, le favoritisme avec leurs corollaires. Il se dégage que ces fléaux la gangrènent et l’empêchent d’être une Administration Publique au service du développement socioéconomique.

ABSTRACT
This paper bases its scientific reflection on the fact that the Congolese Public Administration is a body capable of leading the DRC towards socioeconomic development through the execution of specific tasks for the general interest. However, the history of the Democratic Republic of Congo amply demonstrates that, from the colonial era to the present day, it has been highly politicized. Adding to this deficit are tribalization, clientelism, and favoritism, with their attendant consequences. It is clear that these scourges are plaguing it and preventing it from being a Public Administration serving socioeconomic development.
