RESUME
Cette réflexion met en lumière les obstacles qui empêchent le Service de Quarantaine Animale et Végétale (SQAV) à approcher les prévisions, parmi lesquels, il a été épinglé l’obsolescence des textes légaux qui fixent les taux de ses prestations, le manque, d’une part, des bureaux pour les Coordinations Nationale et Provinciales mal sous logées ; et d’autre part des moyens logistiques et communicationnels ainsi que des frais de fonctionnement, des primes motivationnelles pour les agents, des laboratoires propres, des engins et bâtiments pour la gestion de la quarantaine ; le coulage des recettes dans les postes frontaliers et frontières, etc. A des gros maux, gros remèdes dit-on, la présente étude a fait des recommandations sous forme des pistes de solution de nature à permettre le SQAV à, non seulement, atteindre les assignations, mais aussi, les dépasser, si bien sûr elles sont mises en application par l’Etat propriétaire.

ABSTRACT
This reflection highlights the obstacles preventing the Animal and Plant Quarantine Service (SQAV) from approaching its forecasts, including the obsolescence of the legal texts setting the rates for its services, the lack of offices for the poorly housed National and Provincial Coordinations, and the lack of logistical and communication resources, as well as operating costs, motivational bonuses for agents, clean laboratories, machinery and buildings for quarantine management; on the other hand, logistical and communication resources, as well as operating costs, motivational bonuses for agents, clean laboratories, machinery and buildings for quarantine management; the leakage of revenue at border and frontier posts, and so on. This study makes recommendations in the form of possible solutions that will enable the SQAV not only to achieve its objectives, but also to exceed them, if they are implemented by the owner state.
