RESUME
La formation et l’évolution récente de la société des Etats sont deux
phénomènes qui appellent un certain nombre de mises au point. En particulier quand il s’agit de concepts sous-jacents, sources des lourds malentendus, comme celui de la souveraineté. Outre le double problème de sa définition et de son authentification, la souveraineté est le point de divergence essentiel des deux théories, réaliste et libérale, sur le
fonctionnement de la société des Etats. La première la met en exergue et en déduit une situation d’anarchie internationale ne concédant qu’une place marginale à la coopération. Au contraire, la seconde la révoque au nom de l’institutionnalisme
internationaliste, on l’a relativisée considérablement au nom de
l’interdépendance, et dès lors, postulé son partage. Le choix, de ce sujet est d’une importance capitale pour tout chercheur avec l’objectif de répondre aux diverses préoccupations des praticiens du droit international et des analystes de l’évolution de la vie internationale au sujet des grandes mutations que ne cessent de connaître l’Ordre Mondial et la sécurité internationale qui ont un
impact sur la souveraineté étatique.

ABSTRACT
The formation and recent evolution of the society of states are two phenomena that call for a number of clarifications. This is particularly true when it comes to the underlying concepts, which are the source of serious misunderstandings, such as that of sovereignty. In addition to the twofold problem of its definition and authentication, sovereignty is the essential point of divergence between the two theories, realist and liberal, on the functioning of the society of states. The former emphasises sovereignty and deduces a situation of international anarchy in which cooperation is only marginally possible. On the contrary, the second revokes it in the name of internationalist institutionalism, it has been considerably relativised in the name of interdependence, and therefore, postulated its sharing. The choice of this topic is of paramount importance for any researcher with the aim of responding to the various concerns of practitioners of international law and analysts of the evolution of international life regarding the great mutations that the World Order and international security are constantly undergoing and
that have an impact on state sovereignty.
