RESUME
Les défis et perspectives pour la modernisation de l’administration publique congolaise se résument dans les fonctions auxquelles cette dernière est appelée à remplir dans la société, la contribution qu’elle apporte au fonctionnement du système social/la fonction de l’Administration (fonction administrative) est de nature spécifique, on le retrouverait dans toutes les sociétés politiques. Cette étude évalue les acquis des politiques des réformes et identifie les défis et perspectives pouvant permettre à la modernisation de l’appareil administratif congolais.

ABSTRACT
The challenges and prospects for the modernisation of the Congolese public administration can be summed up in the functions it is called upon to fulfil in society, the contribution it makes to the functioning of the social system/the function of the Administration (administrative function) is of a specific nature, which can be found in all political societies. This study assesses the achievements of reform policies and identifies the challenges and prospects for modernising the Congolese administrative apparatus.
