Résumé
« Aucun Etat n’est prêt à renoncer à sa souveraineté au profit d’un gouvernement mondial unique ». Fondés sur cette thèse de Thomas Hobbes, les dirigeants africains conçoivent mal le fait de céder au profit d’une entité supranationale, leurs souverainetés acquises à couteaux tranchants. Il sied donc de le souligner, les dirigeants africains ne pourraient repousser l’union continentale au moment où la croissance mondiale s’accélère. Le monde en ce troisième millénaire est un monde d’interdépendance. Il est en perpétuelle mutation, son dynamisme exige que lorsqu’il bouge, nous bougeons avec lui. Le monde se mondialise et l’Afrique ne peut rester en dehors de ce processus. Mais, elle ne peut se résigner à y entrer mains et pieds liés. Elle doit être acteur et doit maitriser son insertion dans cette dynamique, à la lumière de la voie de développement qu’elle se définit et pense être la mieux indiquée pour le bien-être de ses populations.

Abstract
« No state is prepared to relinquish its sovereignty in favour of a single world government ». Based on this thesis by Thomas Hobbes, African leaders have little idea of giving up their hard-won sovereignty to a supranational entity. It is therefore important to emphasise that African leaders cannot put off continental union at a time when global growth is accelerating. The world in this third millennium is a world of interdependence. It is constantly changing, and its dynamism means that when it moves, we move with it. The world is going global, and Africa cannot remain outside this process. But it cannot resign itself to entering into it with its hands and feet tied. It must be a player, and it must control its place in this dynamic, in the light of the development path that it defines for itself and believes to be the most appropriate for the well-being of its people.
