RESUME
La souveraineté d’un Etat est un élément important qui manifeste son indépendance et son autonomie à l’égard des forces et puissances extérieures et aussi de certaines forces en interne. La République Démocratique du Congo est confrontée aux problèmes de souveraineté depuis la mise en place des institutions de la troisième république. Cet article analyse les difficultés d’exercice des prérogatives souveraines de l’Etat congolais, qui s’expliquent par sa dépendance à l’égard de la communauté internationale, tant sur le plan politique que financier dans la mise place des institutions de la 3ème république et l’activisme des groupes armés sur terrain. Ce qui entraine la réduction de la souveraineté de l’Etat congolais.

SUMMARY
The sovereignty of a State is an important element which manifests its independence and autonomy with regard to external forces and powers and also to certain internal forces. The Democratic Republic of Congo has been confronted with problems of sovereignty since the establishment of the institutions of the third republic.This article analyzes the difficulties of exercising the sovereign prerogatives of the Congolese State, which are explained by its dependence on the international community, both politically and financially, in the establishment of the institutions of the 3rd Republic and the activism of armed groups on the ground. This leads to the reduction of the sovereignty of the Congolese State.
